On the occasion of the upcoming Fourth Anniversary of the Forum on Promoting the Development of the Yangtze Economic Belt,11 provinces and cities along the Yangtze River, including Shanghai and Jiangsu, have made positive progress in various aspects, such as the conservation and restoration of the ecological environment, the construction of a comprehensive three-dimensional transportation corridor, the transformation and upgrading of green development, and the reform and innovation of the system and mechanism. In 2020, the yangtze economic belt will have a key year to test its achievements, the economic reference reporter learned that the national development and reform commission and other relevant departments in ecological protection, green development and other aspects will be prepared to launch a package of new measures, a new momentum of development of the gold economic belt is moving forward.
Known as the \"golden belt\" of the Yangtze River economic belt, across the east, middle, west of China, covering Shanghai, Jiangsu, Zhejiang, Anhui, Jiangxi, Hubei, Hunan, Chongqing, Sichuan, Yunnan and Guizhou 11 provinces and cities, the total population and economic share of more than 40% of the country. Promoting the development of the Yangtze River economic belt is a major strategy related to the overall situation of national development. The symposium on promoting the development of the Yangtze economic belt, held in Chongqing on January 5,2016, and the symposium held in Wuhan in April 2018, systematically planned major initiatives to orient the development of the Yangtze economic belt.
In the past four years, the concept of ecological priority and green development has taken root, and the ecological protection and economic development of the Yangtze economic belt have achieved remarkable results.
Just past 2019, the Yangtze River economic belt work is the most intensive, the most problem-solving year: ecological environment prominent issues as the top priority, focus on the list of issues, vigorously promote the Yangtze River shoreline clean-up.
Data show that by the middle and late December 2019,163 outstanding ecological and environmental problems have been rectified 115; along the Yangtze River 11 provinces and cities a total of 958 chemical enterprises, including the Yangtze River main stream, important tributaries within 1 km of the coastline of 44 chemical enterprises; move out and transfer prohibited areas of aquaculture scale of 10,000 mu; has completed 579 tailings reservoir closed.
Nowadays, some important ecological indicators of the Yangtze River show positive changes, the pace of regional economic development is more steady, and environmental protection and economic development form a benign interaction.
The data showed that by the end of November 2019,13.18 million mu of afforestation had been completed on both sides of the Yangtze River. From January to November 2019, the proportion of good water quality in the Yangtze economic belt reached%, up a percentage point from the same period last year, better than the national average, and the proportion of inferior V category was%, down a percentage point from the same period last year, better than the national average. In the first three quarters, the GDP of the 11 provinces and municipalities along the river reached trillion yuan, an increase of% over the same period last year, a percentage point higher than the national average growth rate, and the proportion of the total economic volume continued to rise.
Taking Hubei Yichang as an example, cracking the \"chemical industry around the river \",\" turning to the heavy chemical pollution enterprises\" and carrying out industrial transformation and upgrading to promote green development, is a key move for the high quality development of Yichang. By the end of 2019, Yichang has closed down 38 chemical enterprises,52 local transformation enterprises have completed 59 technical innovation projects,18 relocation enterprises have completed relocation projects to start construction, and 7 enterprises have been transferred to non-chemical projects.
From January to October 2019, there were 80 chemical enterprises above the scale of Yichang City, with a total industrial output value of 100 million yuan, up% from the same period last year, and the proportion of fine chemical industry accounted for 35%, up by a percentage point from 2016.
In the past four years, the provinces and municipalities along the Yangtze economic belt have taken the direction of joint efforts to protect and not engage in major development, and taken ecological priority and green development as their guide. The Yangtze economic belt has become a new force leading the high-quality development of our economy.
The achievements of innovative green development are showing in many places: Chengdu has made continuous efforts in the high-tech industry in recent years, with 3000 high-tech enterprises in 2018, with a net increase of more than 500, and the total output value of the city's high-tech industries exceeding 1 trillion yuan for the first time, a year-on-year increase of%; Shanghai Chongming Island has made great efforts to create a world-class ecological island, actively explore a new path of harmonious symbiosis between man and nature, realize the rural domestic sewage treatment and ecological garbage classification closed-loop disposal, and make new progress in the construction of \"migratory bird paradise \"; Guizhou Province has accelerated the development of big data and created a large data application-grade industrial chain; Hefei has built a comprehensive national science center with global influence, and made rapid construction of multi-level innovation system.
Although the Yangtze economic belt has made many positive progress, the head of the basic department of the National Development and Reform Commission admitted that high-quality development still faces many difficulties and challenges. Among them, the ecological environment situation of the Yangtze River is still severe, the discharge of pollutants of all kinds is still relatively large, the overexploitation of shoreline resources and the decline trend of aquatic biological resources have not been fundamentally reversed, and so on. In addition, the development level of multimodal and river-sea intermodal transport is still low, and the \"last kilometer\" of integrated transport hub with port as the node needs to be opened urgently. The pressure of capital investment, joint efforts to protect the Yangtze River is still not enough and so on.
To promote the green development of the Yangtze economic belt, we must break down the obstacles of imperfect institutional mechanism, use innovative thinking and reform methods to make up the short board and activate the development impetus. In 2020, the development of the Yangtze economic belt has also entered the key year of the acceptance of results, the new timetable has set out: will continue to pay close attention to the ecological environment system protection and restoration; further promote the construction of golden waterway, speed up the construction of high-speed rail along the Yangtze River, hub airport, Yangtze River trunk port hot metal transport, inter-provincial highway and other projects; build and improve the Yangtze economic belt innovation ecological chain, promote industrial transformation green development pilot demonstration; in 2020, the high-speed rail along the river will be opened, strive for the full coverage of sewage treatment facilities along the main stream. A more beautiful picture of the green development of the Yangtze River is slowly unfolding.
